America's New Possessions. (Per R. M. 8. Mariposa at Auckland). San Feancisco, May 20. The judgment of the Supreme Court of the United States in relation to Porto Rico is adjudged a matter of great moment. It has been decided that under the Constitution tho Government cannot requiro tho payment of duties on goods brought into the United States from Porto Rico, but that such duties may be laid npon such imports by a special Act of Congress of the United States. It is believed the President may decide to call an extra session of Congress during the summer, so that duties can he collected on sugar and other products of Cuba. The judgment of the Supreme Court does not appear to have affected tho importations from the Philippines, but the merchants of Sac Francisco are much worried. A lot of industries of the Pacific coast will bo affected by the new order of things. If appears the matter
must now ba thoroughly gone over, and it is likely the representatives of California in the Congress will bo called upon to see that this part of the country is protected from competition with ;the cheap labour of the Philippine Islands. Aquinaldo has expressed a desire to visit the United States in order to study their institutions and customs at first hand. He wishes to conio immediately after September 15th, when ho will bo at liberty.
