The Monroe Doctrine. Received this day at 8 59 a m. New York, June 17. Hay, Secretary of State for the United States, made a remarkable speech at Buffalo, in which he protested against Vice-president Roosevelt's and Senator H. A. Loges declarations, in reference to the expansion of tho Monroe Doctrine.
