THE CHINESE COMPLICATION.

The Berliner Tagblatt says that Great Britain appears to forget that the Yangtsze agreement provides for equality in regard to the open door in China. A semi-official statement published here, after ref erring to the astonishment expressed by Great Britain at the retention of 800 German troops at Shanghai, announces that a proportion of German troops will remain in China till the peace negotiations are absolutely settled. French, Russian and Japanese brigades will also remain. St Petersburg, June 13. The Novoe Yremya says that Great Britain is hoping to play a prominent role in keeping the China question open until she is rid of embarassments in South Africa, and adds that all the foreign troops at Pechili, excepting • the stipulated garrisons, ought to bo recalled so as to enable the Court to return to Pekin. Great Britain, if necessary, ought to be summoned to evacuate Pekin.
