Received this day, at 9 21 a.m. London, May 29. The New York correspondent of the Times states that the decision of the Supreme Court in connection with the Porto-Rican customs dues, is the most important one delivered since the decisions arising out of the civil war.
By a majority of five to four the Court declared that the American constitution does not follow the flag without action ou the part of Congress.

The majority comprise four EcpubVcans and one Democrat, and the minority two Republicans and two Democrats. The Court alarmed at the sweeping consequence of its decision withholds its judgment on a similar issue concerning the Philippines till October,
