Received this day at 9.3 a.m. London, May 21. Fowler in moving, an amendment to the Furnace Bill, complained of the excessive proportion of war expenditure which has heen met by borrowing.

Beach stated that the sum of 45,000,000 sterling will be derived from direct taxation, and expressed a hope that the taxpayers of the Kingdom will not be indefinitely compelled to bear the whole charge of the Naval Defence of the Empire. '*
