London, May 20. BCorea has leased to Japan 450 acres for settlement at Masampho’ which Russia tried to secure.
Dr. Morrison states that_ Britain and America alone oppose the joint guarantee of the indemnity. Count von Waldersee abandoned the expedition in Southern Chili, Britain declining to co-operate. Sir A. Satow declares that the indem nity ia excessive. Britain favors a reduction, and says the Immediate payment would probably cause bankruptcy. Sir Arthur Satow proposes that China should issue four per cent negotiable bonds plus a half per cent sinking fund secured on the salt tax, native customs, an increase of land and sea import duties to an effective five per cent in order to further lighten the burden. Satow suggests that China issue bonds a par for 800,000,000 taels now and the remainder in five years hence.
