The Porto has abandoned the obstruo tion on foreign post offices at Constantinople, and has tendered the apologies for the recent treatment of them.

The presence of Count Oston Sacken, the Bussian Ambassador to Germany at the parade of troops at Metz, was ordered by the Emperor William to honor the birthday of the Czar, lb is interpreted in Berlin as the tacit ratification of the Treaty of Frankfort, William has declared his confidence in the Czar and in Waldersoe’s management of the campaign in China, who had accelerated the return of the bulk of troops.

The yacht “ Independence,” which it was proposed should compete with the Constitution ’’ for the honor of defending the American Cup, against the challenge of “ Shamrock 11, ” has been launched. It is doubtful, however, whether she will compete as her proprietor, Lawson, refuses to transfer . the ownership to the Now York Yacht Club.
