In the Commons Lord Cranbourne stated that M'Cleavy Brown was not dismissed. A settlement in regard to the matter is probable. Lord Landsdownc stated that the Anglo-German agreement applied to all China, including Manchuria. Groat Britain is indisposed to carpingly criticise tlie Russian arrangements to temporarily protect the interests of Manchuria. The published versions of the convention appeared to infringe British rights there and elsewhere. It were wiser for Russia to publish the text of the convention, thus dissipating suspicions. Meanwhile Britain and Germany advised China to refrain from private separate agreements with any individual power. Six viceroys and seven governors have protested against the Manchurian convention.

The Chinese Imperial Court is considering the question of their removal to Kalgnganfu.
