London, March 12. The Boers collected large supplies at Dewetsdorp previous to the De Wet message, which was mutilated and should read " Dc Wet declared that he would not see his brother Piet. A number of the farmer burghers at Brandfort and Kroonstad have to be enrolled to defend themselves against the Boers." Steyn, speaking at Phillipolis after the failure of the invasion of Cape Colony, admitted that there was no chance of regaining the country.

The Times' Shanghai correspondent states that Kussia has notified China that unless the Manchurian Convention is promptly signed harsher terms will bo substituted. Terrible Boiler Explosion. New York, March 12. A boiler explosion took place at Chicago and 40 persons were buried in the ruins. Twelve girls were badly injured when extricated. It is believed that the remainder of the men and women arc dead. The Nicaragaan Canal Treaty. London, March 12. Britain, in a dignified reply, expressed regret that it is unable to accept the American Senate's amendments in the Hay-Paunccfote treaty in connection with the Nicaraguan Canal. Britain made no counter proposals.
King's Civil List. In the House of Commons, the King's Civil List Committee was appointed, consisting of thirteen Unionists and eight members of the Opposition, including Mr Laboucherc. Sir Michael Hicks-Beach said that ho was confident adequate provision would be made for the head of a world-wide Empire. John Redmond refused to nominate any ropiesentatives of the Nationalist party on the committee. The Times anticipates that Parliament will grant the King £400,000 and the Queen £50,000, the Yorks £50,000, and the King's daughters £O,OOO each annually.
