It is a trifle difficult to understand on what basis the Education Department allotted the =6300 voted by Parliament for the encouragement of swimming in public schools. One of our contemporaries understands it was made on the basis of average attendance, This, however, cannot be correct, as the annexed figures will c’early show. The grants were as follows :

The basis of distribution appears to us to bo favoritism, for the average attendance does not work out. We have heard a great deal lately from the Department as to the necessity of giving extra assistance to small Boards having a scattered population to deal with. If the above is a sample of the “extra assistance” we don’t think much of it.
