London, February 14.

The King opened in person Parliament. The speech from the Throne expressed regret that the war in South Africa was being prolonged thus delaying the establishment of institutions given equal rights to all whites in the annexed colonics.

Tic stated that the Yorks' risit to Australia was arranged in accordance with the late Queen's wishes and would not be abandoned, but extended to 2vew Zealand and Canada.

He recognised the patriotism and devotion of Canada and Australia in connection with the South African war. He referred to the Ashanti campaign and tho Indian drought. He asked the Commons to renew the civil list, and announced that tho proposed legislation would include changes in the final Appeal Court owing to the expansion of the Empire.
