A Reuter message from Shangai states that the peace clauses have arranged for the restoring of Manchuria to China, and conceding to the reinstatement of the Chinese authority at Tientsin. Ching expressed to Conger his regret that the Allies did not surrender the forbidden city. It is impossible for the Emperor to return until a residence is prepared. He did not object to the missionaries continuing work. Chinese reports state that tho Allies discovered nine hundred thousand taols in Summer Palace at Pekin and are applying it to the payment of troops.
