SEDDON IN VICTORIA.

(BY ELECTRIC TELEGRAPH —COPYRIGHT.) [PER PRESS ASSOCIATION.] Melbourne, January 28. Hon. Mr Seddon believes that n satisfactory solution of tho penny postal difficulty will eventuite. Ho has had an interwow with Mr Warren, of the Eastern Extension Cable Co, respecting tho reduction of the Cable Co’s rates for Queensland, Victoria, and Now Zealand, and he has suggested a course which would ensure this without prejudicing tho Pacific Cable arrangement or giving tho present terms asked by the Eastern Extension Co. A conference on tho subject is to be held to-morrow. Speaking in regard to the visit of the troops to New Zealand, Mr Seddon states Britannic will leave to-morrow night, but the Dalhousio with tho Indian contingent is unable (owing to tho necessity for repairs) to leave till Wednesday or Thursday. As she is only a ten knot boat, she would only catch the Britannic at Lyttelton, This would prevent Southland and Otago seeing them. Mr Seddon has, therefore, suggested that the Dalhousie go to Bluff, even some days after the others and that tho men be trained through Dunedin and Christchurch. Mr Seddon returns to Sydney on Friday and sails by tho Monowai. Unless further instructions are received the Imperial troops will probably sail for New Zealand on Tuesday. Tho Second Grenadier Guards with the Imperial Contingent are instructed to proceed to South Africa, and will leave about 11th February with the Fifth Contingent.
