SCHOOL CERTIFICATES.
The Hawkes Biy Education Board recently decided, after receiving an opinion from its solicitor, that certificates could not be issued to pupils in Roman Catholic schools which had passed the tests of the Board's Inspector, because the examinations had not been held under tho authority of the Board but by the Inspector in the exceroise of his discretionary power. The Hawkes Bay Herald, referring to the matter, says ;—"The lack of such certificates is a bar to the youth entering Government service, and is always a handicap in the search for employment where edu.
