Russia in Manchuria. Los 00$, January 2. Russia is retaining complete military control ot Pengteio, the most impor.ant province in Manchuria. She allows the resumption of Chinese civil administration under Russian protec - tion. 7 Niuehwang and some other places are not to be restored to China until Russia is satisfied that pacification is complete. The Times says that this agreement is utterly irreconcible with Russia’s professions to China and the Powers. The Chinese Government have notified the Ministers of the Powers that it is able to guarantee the performance of their demands. Li Hung Chang states that the Emperor is willing to banish the offenders named by Ministers to the north-west frontier of China, and they will be beheaded if they return.
