PRESENT POSSESSIONS TO BE MAINTAINED. Telegraph, Press Association. Copyright. St. Petersburg, September 20. Germany, Austria, and Italy acquiesce in the Czar's proposal of convening a conference to consider international disarmament on the conditions that tbe present possessions of the various na^ tions be maintained. Spain, Turkey, and Greece have promised to send representatives to the conference.
