Russell, said the correspondence between the Government and Judge Kettle was not yet complete. TECHNICAL EDUCATION. A committee, consisting of J. Allen, Gilfeddar, O'Rorke, Rolleston, Stout. Ward, Wilson, Seddon, Lethbridge and O'Meara was appointed to consider tbe Technical Education Bill. MASTER AND APPRENTICES BILL In moving the second reading of the Master and Apprentices Bill, to amend the law relating to masters aud apprentices, Mr Seddon said tho Bill had been carefully considered by the Labour Bills Committee, and the amendments made had been generally approved of by em plovers, and tht* Bill aho dealt fairly witb employees. In order to avoid a protracted debate he would accept the Committee's amendments, which the latter had explained. Sir Robert Stout said the Bill was full of blunders, and in his opinion it would prevent apprentices being employed at all in some trades- He admitted that the Bill was better than as originally brought down, wbich would bave thrown six or eight thousand young people out of employment. Mr Gumnehs said he would oppose tbe Bill, the most objectionable part of wbicb was tbe clause regulating the proportion of apprentices to journeymen
