The Hon Sir Kichard Henn Collins, one of the Judges of the Queen's Bench Division, has been appointed to the Conrt of Appeal in succession to Sir Nathaniel Lindley, the new Master of the Rolls. Another vacancy has arisen in the Court of Appeal, the Right Hon Sir Henry Lopes baring resigned bis seat on the Bench. The Bankruptcy Court has delivered judgment in the application for the discbarge in bankruptcy of Robert Standish Siever, turf commission ageut, the dis charge beiug suspended for a period of two years. Siever was formerly well known in Australia as " Bob Snttou," cash bookmaker, who in 1892 married a sister of tbe Marqnis of Ailesbury. A 1 receiving order was made against him in 1895. October 27. Emperor Menelik, of Abyssinia, has been created a Kni^bt of the Grand Cross of th« Order of St. Michael and St George. The Order of tho Garter baa boon conferred upon the Duke of Buccleuch I'aris, October 25. An artisan, his wife aud four children have committed Ruii-ide by suffocation by means tf charcoal fumes. A prosecution was pending agaiust the father for ill treating his children. 'I he Chi.iuber of Deputies has been asked to vote 17.000,000fr (i'6Bo.ooo> for the military establishment in Madagascar. The Customs Conimtit>e has fixed the general duty on butter at 30 francs the double cwt., the minimum tariff being fixed at '20 francs tl;e double cwt.
