(Per Press Association) Sidney, August 30. The arrangements are complete for the Federal Convention. Sir J. Downer and Mr Baker, South Australian dele* gates, have arrived, and the majority of the others will reach Sydney on Wednesday. The opinion ia growing that the Convention will be able to get through its work in three weeks.
