Pohangina County Council.
The ordinary monthly meeting of the Pobangiua County Council was held at their office, Pobangina, on Saturday last. Present— Crs H. Dickin (chairman), W. Vicary, W. Asbwortb, D. Carrie, H. Fnaser, B. W. Brown, W. Cornfoot. Correspondence was received and dealt with as follows :— From Land and Income Tax Department, asking for particulars re application for subsidy on rates. From Lands and Survey Office, certificate hypothecating " thirds " on sectinos 1 to 5 Block 11, Gorge Survey district, to cover interest on loan ; also, approving of transfer of '• fourths " from fun No. 59, Block VII, Apiti, (owned by W. Watson) to this Council from Kiwitea County Council; also, stating J. Topic had forfeited interest in section 10. Block VIII, Apiti ; also, re hypothecation of " thirds " in Coal Creek riding. From Town Clerk Feildiug Boiongh Council, stating the cost of recent licensing election was £107 9s lid, this Council's share of cost being £5 7s 6d. From Receiver of Lands Revenue, vouchers for £71 3s Bd, and £35 3s lid, being anionnts of hypothecated "thirds." From Cl?rk of Kiwitea County Connci', stating there was £3 in hand on account of " fourths " from section 59, block XII, and tbat that Council would continue to collect rates on said section. From C. G. Culling, asking at what speed a ranger was allowed to drive horses to the pound. From L. fiolden, offering to lease gravel reserve No. 25, block VII, at 10s a year. From J. Wilson, asking for lease of section 12, block XII, and vacant land caused by deviation and not required for road opposite his section. From W. Burke, applying for lease ot reserve section No. 180, Coal Creek. —Leave will bo granted when reserve is vested in Council. From J. J. Jofferies, applying for £ 6 10s da? for bushfelling on road line, and offering to fell bush on Ridge Road for 80s. From C. London, eenr., asking for pay went of £5 towards cost of refracting his fence which had been removed in deviating road. Fiom'H. W. Whitehfsd, Pohangina, applying for slaughter license.— Granted. From E. Curreen, sts'ing he had let his section, No- 11, block VIII, Apiti, to .Bsngetnan. From W. Bollon, Pohangina, applying for permission to plant willows at outlet of culvert opposite bis garden.— Permis sion granted. From J. Whittaker, asking if people were allowed to leave drays and ploughs on roadside. He complained that one of Ins children had been thrown from a horse which shied at a plough - Engineer to attend to matter. From G. S- Rumble, warden in ManChester Road District, stating he had instrncted roadmen to take metal from this county's pit for repairing Pohongina road and asking if there was anything to pay for it. From President N.Z. Counties Association, stating the annual conference would not be held for some time. From R, Carrie and fonr other Bet* tiers on Valley Road, Mangaone riding, drawing attention to dead trees on road line which were dangerous as they were likely to fall across the road.— Referred to Engineer. From tha following alteration of names on rate roll :— A. and H E. Brown, sec tion 74, block IX, Mangaone riding, in place of Geange ; H. Smith in place of A. Seabury, section 6, block XI, Pohangina.— Alterations agreed to. o From Treasury, voucher for MangaonePobangina ridings loan of £1640 ; also, voucher for LB3O oa account of Mann gaone Pohangica Lllßl loan. From Woodvills Road Board, re enquiry about LBO subsidy from Go vernment for opening roads in Malton Block and stating road had cost L 163. From E. S. Oliver, asking what the Council intended to do with reference to giving him an outlet to his section. The chairman reported having attended the meetings of the local bodies delegates to disonss the proposed byelaws. The Engineer reported on the state of the roads within the Connty and on the works in course of progress." Resolved, That the £572 on fixed deposit with the Bank of New Zealand be transferred to the Land Fund acount. Resolved, That the Engineer be in struoted to have some clearing and felling dene on the Malton Block road, cost not to exceed £5. Resolved, That the Engineer be appointed to examine the pound book at Apiti and receive the fees on behalf of the Council. Resolved, That pound sales be held at noon on the second Wednesday in every month if necessary at the Mangaone and Apiti pounds respectively. Resolved, That the clerk inform Eds ward Curreen, Apiti, that as he did not notify the Council of the transfer of section 11, Block VIII, Apiti, be is liable for all rates now dne. Resolved, That this Council inform Mr Oliver that this Council cannot see their way clear to form their road through Mr Warne's properly nntil alter the burn but lbs Engineer will bo instructed to have the road through Mr Oliver's own property formed as soon as possible. | Resolved that the Engineer be instruoted to lay off and call for tenders for forming part of the Makiekie road through Mr Oliver's property ; tenders to be in by next meeting of the Council. Resolved, That H. J, Gawler'a name be removed from rate roll for section 31, block X, Pobangioa. he having surrendered his interest in same, and tbat the rates be reduced accordingly. Resolved, That J. Wilson be allowed to fence in the old Road at Snow's bend, Apiti Norsewood Road, and that he be granted the lease of gravel reserve when yested in this Conncil by the Land Board. Resolved, Tbat Mr London b» informed that as his fence was on the road reserve he has no claim on the Council for damage to same. Resolyed, That the Clerk be instructed to write to the Minister for Lands pointing out that the land in the Malton Farm Homestead Block was loaded with 5s per acre for construction of roads in the said Block, but tbat only £220 has been ex* pended, and asking if the balance is now available. Resolved, That John Jeffries be paid for felling bush on road lino and that he be informed that if he will fall balance of bush on road line be will be paid for same on being passed by Engineer. Resolved, That the Clerk apply to the Eiwitea County Council for the payment of " fourth" now in hand on section 59, block VII, Apiti, to this Council, to be used for the benefit of the above section. Resolved, That a special meeting be held on September 11, 1897, to adopt the Public Bodies Powers Act, 1897, and amendments. Resolved, That the Engineer lay off and call for tenders for forming and culverting Zip Zag road towards Awa road, about 280 chains, tenders to be in by next meeting. Resolved, Tbat the Engineer lay off road from township to Beehive Creek and call tenders for forming and metalling same, abont 110 chains ; also, for forming track on Pobangina Valley road onwards for a distance of 300 chains ; tenders to be in by next meetiDg. Resolved, That Mr C. G. Calling be informed tbat this Council denies any liability for the alleged injury done to
bis horse by the Ranger, bnt that the Council will instract theßaugei to drive more carefully in future Resolved, That Louis Holden be granted a lease of grarel reserve, section 26, block VII, Ajiiti, containing 1 acre 3 roods, for a term ot 21 years at a yearly rental of 10s ; the Council to have the riphfc to take gravel from tho present : pit adjoining the sesetve daring the ' term of lease. j Resolved, That the Apiti Dairy Com- • pany be allowed to fill in hole on the road in front of their manager's resideice, and the earth for filling the same can be taken from the gravel pit on side cutting, subject to the approval of the Council's Engineer. Resolved, That the clerk take immediate steps to sue the owner of section 89, Block XI, Apiti, for all rates due. Shad bolt, £32 16s ; contract No. 154, 150 chains clearing on Branch road, G. N. Cowan and Murphy, £36 17a 6d ; work on Millet's road, W. Mnrcbie, £6 19s 6d ; removing slips on Main Cros3 road, J. Shannon, £16 19s. Acconnts amounting to £477 were passed for payment and the meeting adjourned.
