PEACE RELATIONS GRAVELY STRAINED. (Per Press Association.) London, July 8, Russia has issued a circular note to the Powers, suggestiog certain steps tor the expedition of peace negotiations between Turkey and Greece. Russia desires to forestall similar proposals on the part of the other Powers. Constantinople, July 8. The German Ambassador, Baron Jaltch, has received precise instructions to advise Turkey to withdraw from the strategic frontier of Thessaly.
