(Per Press Association). Ani;L.\n>K, April 2. The Constitutional Committoe decided to retain the titlu " commonwealth." The salary of the Governor was fixed at £10,000. Tho namn of the Senate was chau«c<l to States Assembly. It is understood the; number of State members is reduced from ei^ht to six aud the qualification reduced to ago of 21, instead of DO years, as fixed by the bill of 1891, while he must bo a resident of the commonwealth for three instead of five years. Tho Constitutional Committee fixed the representation in the House of Representatives one member to every fifty thousand inhabitants. A long debate occurred over the franchise. The adult suffrage was defeated by nineteen to four ; manhood suffrage was rejected by lifteen to eight, it being ultimately decided the first Parliament should be elected by suffrages existing iv the various colonies, but no person to have more than one vote,
