Womens' Council.
(Per Press Association.) Chbistchurch, April 1. The Womens' Council this afternoon passed a resolution affirming that the duration of the sentences for serious offences should be determined by the reform of the prisoner ; that the Magistrate should have power to commit vagrant girU under 21 to reformatory homea for loDg periods, and power to commit habitual inebriates to reformatory homes, such homes to be under Government ; inspection ; that women be made eligible to be J.P's.
