ENGLAND ARMING.
The news of the proposals introduced to the English HoUBe of Commons for a i large increase in the strength of the army is of vast importance. It will be seen on ' reference to the cablegram which appears ! elsewhere that England intends to arm and garrison the several coaling stations, j and in other ways to protect the commerce of the Empire and the colonies. Although there will be opposition to these proposals yet as they are in accord with the spirit of a large majority of the people there is every hope that they will be accepted by parliament.
