THE QUEEN'S SPEECH. (Per Press Association). JjOndon, JaD. 19. The Imperial Parliament reassembles tomorrow. The following is tho forecast of the Queen's speech. The speech will stato the foreign relations of Great Britain are of a friendly character. Strong protests have been made against Turkish misrule, and the Great Powers are etill hopeful of tho reforms promised by the Sultan being carried out. The; speech will refer to the brilliant results achieved by the Dongola expedition under the command of Major General Sir G. Kitchener. The results, it will be pointed out, rendered the contemplated advance up the Nile possible whenever it may be deemed advisable. Adverting to the Venezuelan boundary question the speech will state that owing to the friendly offices of the United States is likely to result in an equitable and honorable settlement of the dim culty. The arbitration treaty entered into between Great Britain and the United States embodied the principle for the settlement of international disputes, which is worthy of general imitation. Regarding the situation in South Africa the speech will state the resolute measures adopted by the British aud Dutch had pacified Rhodesia. It will contain au expression of sympathy with the subjects in India in regard to the famine aud bubonic plague. It will refer to the appointment oi Royal Commission upon the question of the sugar I industry in the West Indies. Bills will be I promised dealing with primary education and possibly with secondary education. Bills are also promised relating to tho Kmioloyer.s Liability, Improvement in military and naval defences, appointment of Board of Agriculture for Ireland, question of land transfer, regulation of public companies, exclusiou of foreign prison- made goods, erection of inebriates homes, and a private bill dealing with the question of procedure in regard to affairs relating to Scotland and Ireland.
