(Per Press Association.) London, January 6. The Congress of Miners Federation opened a sittings at Leicester, Benjamin Picard, M.P. of the Normanton division of York, presiding. In the course of his speech he declared that the statutory law fixing tbe living wage in Victoria was among the big events of tbe year of 1896. The congress is now privately discussing tbe question of tbe nationalisation laud, minerals, and railways. A notice of motion was given that the congress pledges itself to adhere to trade ! union lines.
