Affairs in Turkey.
(Per Press Association.) Constantinople, Dec. 22. Fifty officers suspected of being in sympathy with the Yonng Turkish Party have been arrested. M. Nelicloff, Rasfeian envoy, has had a long interview with the Sultan and presented him with an autograph letter from the Czar. An impression prevails that the powers will resort to coercive measures unless the promised reforms and the amnesty to the Armenians are soon conceded.
