• ■«. — (Per Press Association.) Paris, Dec. 16. The Chamber of Deputies has rejected the proposals of M. Lockrey for a large vote of money for naval purposes. M. Meline, the Premier, promised to introduce the measure early in 1897. M. Bernard, Minister of Marine, said the present estimates amounting to 72 million francs, provided for new warships, beginning with an ironclad and two cruisers, and tbe Government were maturing a scheme for the increase of the navy. In the Chamber of Deputies, M. Be3nard said France would be unable to confront the Navy of the Triple Alliance everywhere, md if Germany increases the number of warsbipß, it was imperative for France to do likewise. France and Russia are disputing over the Turkish financial reforms. The Chamber of Deputies has approved of the Tunis treaty. Berlin, Dec. 17. The Portuguese apologise to Germany for the affront offered the German flag in Delogoa Bay. The strikers at Hamburg are rioting. Rome, December 17. In the Chamber of Deputies it was ofSciallj 7 stated by the Government that the Russians had landed at Rahieta solely for scientific purposes. New York, Dec. 17. The Porte professes that to grant an amnesty to 9000 Armenian prisoners would cause a Mussulman rising. Capetown, Dec. 17. Tbe fire at Cecil Rhodes' residence was tbe result of incendiarism. His Zimbaloye relics were destroyed. London, Dec. 17. The Aden correspondent of the Times states the Russian cruiser Laporo bas annexed a square mile of the coasts at Rehita aud removed the signs of the Italian protection. The Indian Military authority has approved of the bullefc invented by Captain Bertie Gordon Clay, and considers it will be a great improvement ou that now in use in Lee-Metford rifles. Lord George Hamilton, in the course of a speech, said England was once more asserting her proper position, and probably the misrule in Turkey would shortly be stopped. The National Liberal Federation condemned tbe attempt to inquire into tbo Board Schools, and insisted local control should accompany State aid. Lord Salisbury has informed Mr Mann that his expulsion from Hamburg wan quite legal. The Shah of Persia intends to visit Europe in the spring. The Venezuelan Government has ordered all arms and ammunition to bo deposited in the Government store previous to the Congress in February. The revolt in the Philippines is becoming serious. The rebels are said to number 50,000, and it is also reported a section of the Spanish troops has revolted. A protection committee has been formed. The Paris correspondent of the Times alluding to the resignation of Baron Courcel says one of the reasons was that he was greatly discouraged by the difficulty of solving the questions at issuo with England. Washington, Dec. 17. The Dingley Tariff Bill has been withdrawn. Calcutta, Dec. 17. The Indian Government is increasing the paper currency by two crores of rupees (£2,000,000).
