Pohannina County Council.
The ordinary monthly meeting of the 1 Pohanginti County Council was held on Saturd-iy last. Present— Crs H. Dicken (chairman), H. Fraeer, R. W. Brown, ' W. Corn :oot, D. Cnrrie, W. G. Ashworth and VV. Vicary. i The minutes of the previous meeting were r«nd and confirmed. , Correspondence was received and dealt j with »a follows; — • From Treasury, vouching for .£ll6, j loan for construction of Main Cross road Apiti; also, voucher for £141 on acaounl of loan for this Council's share of coat of Kiwitea-Kimbolton road bridge; also voucher for payment of £1200 loan for construction of roads in the Coal Creek riding. From the Survey Department, re progress payment for surveyor's pack track in Coal Creek North block and stating the gVHnt was only for work done and coat of engineering and inspecting could not be included ; also, re Bluff protection works, stating payment of £!>0 on account of grant could b« made on receipt of ap plication in proper form. From the following re change of names on rate roll : J. S. Watchorn to J. ColCollinoon, section 13, Block II and section 35, Block VI, Pohangina; L. J. Skerman in plane of L. Laurenson, section 37, block IX ; G. Wagataff in place of F. G. H, Phillpots, 5 acres part sections 5 and 2, blocks VII and VIII ; C. E. Thorns in place of J. Colllinson and C. E. Crozier, section 63, block XI, Apiti. — Alteration agreed to. From Kiwitea County clerk, re cost of Apiti bridge and stating his Council would probably require their proportion to be reduced as the Government had increased their subsidy by £1000. From I. O'Hagan, forwarding amount for rates less 5s 4d due to him which he desired placed to bis credit. From W. D. Nicholas, stating be had finally inspected the Apiti bridge and the work was in a very satisfactory condition. ! From A. E. Welsh, hon. secretary recreation reserve trustees, asking the Council to have bush on road-hne adjoining reserve felled so that it could be burnt at the same time as bush on reservo. From G. N. Cowen, Pohangina, asking permission to fell bush on road line. — Permission previously granted to C. Thompson. From A. Richards, applying for slaughter license.— Granted. From W. W. Oliver, applying for slaughter license. — Granted. From Cr It, W. Browne, reporting that he had attended local bodies' conference in Feilding re heavy traffic on roads, and that a sub committee bad been appointed to draw up bye laws which would be submitted to a future meeting of the conference. From T. Curran askiug the Council to allow his rates to stand over for a time as he was unable to pay at present owing to sickness in his family. — Resolved, That two mouths time be granted to Mr Curran. From G A. Field, chairman of meeting of ratepayers in block XII, Apiti, interested in the Apiti-Norsewood road, sfcatiu^ that resolutions bad been passed iv favor ot the money available being spent in forming and metalling the road as far as the money would go. From H. Tolley protesting against tho funds available being spent in forming and metalling the Apiti-Norsewood road as far as the money would go as he would still be without an outlet except by packing and sledging, and requested that the road be formed and culverted the whole length of the road before any metalling was done. A petition was received from Messrs Q. H. Pnrnell, .T. O'Hagan, A. Gibson, A. W. Cawood and G. A. Field, request ing that the resolutions passed at the meeting of settlers with reference to the disposal of loan money on Apiti Norse* wood road be carried out by the Council. Cr Vicary explained that there was £200 of loan money available for expendi • ture on tho Apiti-Norsewood road and he had told the settlers to decide amongst themselves how the money should be spent, but they evidently could not agree. He had been told by some of those who signed the petition that they objected to the metalling being done until the formation and culverting was completed. He would suggest that he and the Engineer should go over the road and see what . was best to be done and spend the money accordingly. This was the first time he had left it to the settlers to decide amongst themselves how money should be spent and he found it a bad plan. From C. E. Wildbore, applying for permission to cut grass seed on Finms 1 track and Pohangina Valley road. From D. Sinclair, contractor for Apiti bridge, asking the Counbil to allow him the actual cost of sinking the cylinders the extra 26 feet in the papa, viz., at £3 per foot or a total of £78, less £45 paid to him ; £33 being the difference between the actual cost and the amount paid. Mr T. Hirst waited on the Council in connection with an amount of £5 10s due to him and which was alleged not to have been paid. He explained that £11 had been due to F. O'Leary and bimseff on a contract, that a voucher bad been prepared and signed by O'Leary, but not by himself. The cheque block showed tbat a cheque for the full amount had been drawn, but he had not received his half, and O'Leary signed a declaration to the effect that he had only received £5 10s of the amount. He would hold the Council responsible for the amount. The Chairman said that all they knew was that the voucher had been signed by O'Leary, and the cheque was drawn and cashed, but they would look further into the matter and ascertain where the money was. A special meeting of the Council was held for the purpose of making a special order in connection with a loan of £1000 for the construction of the Gorge road witbm the Awahou riding. Resolved, That tenders be called for the collection of the dog tax for the year 1897 as per specifications, the tax for sheep dogs to be 2s 6d each, all other dogs 10s each ; collector to find collars and badges, to be approved of by the Council. Resolved, That the Engineer be instructed to prepare specifications and call for tenders for metalling the main road through Mr H. Fraser'a property, 80 chains more or less ; tenders to be iv on or before Monday December 28, by 10 a.m. ; Crs Dicken and Fraser to open and consider the tenders. Proposed by Cr Currie and seconded by Cr Ashworfeb, That the Engineer and Cr Vicary inspect the Apiti-Norse* wood road decide what is best to be done on tbe said road with the mpney available ; and tbat the engineer call tenders for the same ; tenders to be in by next meeting of the Council.—Carried. Resolved on the motion of Cr Cornfoot and seconded by Cr Brown, That the engineer prepare plans and call for teudergfor forming and cuiverting 77 chains of road, Pobangina township; also, for forming and culverting 110 chains road from township towards Beehive Creek ; to be left to engineer to decide length of contracts. Also, for forming and culverting 301 chains of road from township to Pollock's road* to ba left to the engineer to' decide number of contracts ; tenders to be in by next meeting. Proposed by Cr. Resolved, That permission be granted to the trustees Pohangina recreation reserve to fell bash on road line, payment to be made on the Council's usual terms Proposed by Cr Ashworth, seconded by r Vicary, That the engineer be instructed to lay off 100 chains, more or less, of the Main Ridge road south so as to give Mr Collinson an outlet, and call for tenders for forming and culverting the same ; tenders to oe in by next meeting of the Council.— Carried. Propesed by Cr Vicary, seconded by Cr Brown, That the engineer be instructed to mark off the road leading from the Apiti-Norsewood road to section 31, block XII, Apiti.— Carried. Resolved, That the clerk inform the Commissioner pf Crown Lands that the tracing sent by him of gravel reserve 53, block VII, Apiti, appears not to be in this county. Resolved, That the clerk apply to the Survey office for a plan of the Apiti township. Resolved, That Mr O. L. R. Scott be requested to prepare plan of deviation of road through Mr Eglinton's section in the Tamaki riding. Resolved, That the engineer be instructed to mark off the road leading from the Apiti Norsewood road to section 31 block XII, Apiti. Resolved, That L2OO be transferred from loan No 10 to tpe general account of the Coal Creek riding. Resolved, That LSO be transferred from No. 8 loan to the general account of the Mangapikopiko riding. _ Resolved, That the Councillor for each riding be empowered to receive tenders and let the grass seed on the roads ; applications to be made to the Councillor by the 24th instant. Resolved, That tenders be invited for the lease of gravel reserve No 48, block XI, Apiti. Proposed by Cr Vicary and seconded by Cr Dicken, That the contractor for the Apiti bridge be paid for the extra sinking of the cylinders in the papa rock to the amount of bis claims, viz., L33.— Carried. Resolved, That the clerk be instructed to prepare lease of gravel reserve No. 26, block VII, Apiti, to Mr Spurway; also, lea^e of gravel reserve to Mr A. A. McDowall. Resolved, That the Engineer be instructed to make arrangements to have the road line through Wren's property felled. Accounts were passed for payment and the meeting adjourned.
