(Per Press Association.) Sydney, Nov. 13. The report of the Public Service Board contains a severe criticism on the service. By renewing the work of grading the officers the Board claimed to be able to bring about a state of greatly increased efficiency, and at thejsatne time to effect a saving of something like .£300,000 per year. An excess of officers was a matter of quite common occurrence, and there was a want of concerdance in salaries aud duties. In almost all departments, through the working of a system of seniority, men were pushed np from the bottom to the top by mere length of service without regard to efficiency. A reductiou of 15 per cent is what is now proposed.
