The Venezuelan Difficulty.
BRITAIN'S POLICY IN THE EAST. (Per Press Association.) London, Nov. 11. Great Britain and America will each appoint two arbitrators (probably Judges), and they will appoint a fifth. Venezuela will not be represented. The Times nays Gjeat Britain is virtu* ally conceding to the United States the general protection of tbe South American Republics, and this settlement is a signal diplomatic victory for Mr Cleveland, which will be keenly appreciated in America. The American press is generally delighted at the result. Tbe ••Jingoes" declare England "backed down." The treaty includes a proviso ion for a Permanent Court of Arbitration. The American Commission does not propose to report at present. Since an agreement between England and Venezuela become probable the newspapers of the Continent have been asserting that Lord Salisbury admits the failure of the British policy in the East. _
