The Crisis in Turkey.
o (Per Press Association.) Constantinople, November 9. The Sultan has reduced all salaries 15 per cent. Paris, Nov. 9. The Paris newspapers state that it is reserved for France and Russia to bring the Sultan to reason. ,; It is reported in Paris that the Turkish Ambassador has informed M. Hanotaux, Minister of Foreign Affairs, that the Sultan has decided to release all prisoners who are not charged with any offence, to convene the Armenian Assembly to elect a Patriarch, and dismiss the Governor-General of Diarbekir, and tender assistance to the distressed districts. '
