Tho Registrar of Patents this morning refused the application of the Cassels Company to amend the patent on the ground that it contained the essence of the invention and its insertion would extend the patent. To-day he re ceived a cash offer of 100,000 dollars (A' 20,000) for the American rights from a large manufacturing firm.
