HOUSE OF REPRESENTATIVES.

Wellington, October 6. Mr G. W. Russell brought up the report and evidence in the Copyright Telegrams Committee and moved they lie on the table and be printed. Mr Collins moved an amendment that the report be referred back to the Committee for further consideration. He understood the Committee had considerably exceeded its order of reference, and he thought it a bad precedent to allow any committee to exceed the limits set upon its enquiry by the House. After some discussion the debate was adjourned till next day, on the motion of Mr Seddon, in order to give members an opportunity of considering the report. Dr Newman asked the Premier whether the Banking Bill was to be brought down this session, and, if so, when ? — The Premier replied that it all depended on circumstances. The Speaker informed the House that the Asiatic Restriction Bill had been received by the Governor for Her Majesty's assent. In the afternoon the House went into Committee of Supply to consider the Public Works Estimates. The Public Works Estimates were passed unaltered after several hours discussion, in which several motions to reduce various items were rejected by a substantial majority. The House rose at 4.30.
