Manchester Road Board.
The monthly meeting of the above was held on Saturday. Present — Messrs F. Y. Lethbridge (chairman), H. J. Booth, J. Purkiss, W. G. Pearce. The minutes of previous meeting were read and confirmed. Correspondence was read and dealt , with as follows : — i From G. S. Rumble, Secretary Ashurst Progressive Association, requesting the | Board to metal Winchester street to i Pohangina road on the payment of £2 ; also, enquiries re pound ; also, that it was their opinion the Lower Gorge ferry should be let by tender. From E. Potts, requesting that the name of Miss Selby be placed on rate roll for section 50, Asburst, in place of his. From W. J. Oornford, manager for J. Cotter, asking for a yearly family permit to cross the ferry. From Rangikei County Couucil, asking for payment on acconnt of Onepuhi bridge. From Treasury, voucher for JE557 on account Onepuhi bridge. From D. Wilson, enquiring if that section of lacd between Colyton Hotel and Taouui and Ashurst roads was available to lease. From Pabiafcua County Council re this Board's application for refund of money paid for maintenance of Gorge road and stating that when this Board paid over to that Council the amount due as its share of the tolls collected during the currency of the agreement that Council would accede to the demand made. From W. A Sandilands, a legal opinion re instituting proceedings under section 138 of the Public Works Act, 1894, for the recovery of cost of repairing damage done to roads by excessive carting on them, to the effect that he was of opinion legal proceedings could be successfully instituted ; also, that the transfer of closed roads would soon be registered. From H. Monteith, requesting reduction of toll rates at Lower Gorge ferry when cattle are forded, the present rates being prohibitive. From Mrs W. Armstrong, requesting that the name of D. Ross be placed on rate roll for sections 44, 45, and 46, subdivision A, he having leased them from her. Mr Ross' consent to be obtained. Mr Gardner (of Gardner Bros., Ashurst) waited on the Board with a request that the road to their property be opened, and offering to assist by removing logs from the flat if the Board would make a track. He believed to Fitzherbert Road Board would agree to contribute £ for £. The Board agreed to consider the application. Messrs Hart and Reid, of Ashurst, waited on the Board with a request that the road to their property be made passable ; about 35 chains required forming. They were informed the Board would consider the application. Resolved, That Warden Pearce be empowered to make arrangements with Mr Wilson with reference to leasing section of land applied for. Proposed by Mr Purkiss, seconded by Mr Pearce, That the Ashurst Progressive Association be informed that this Board cannot recognise any communications or suggestions from any such association, and that all matters relat ing to the welfare of the various wards must be sent through the wardens representing such ward, and that the present letter be returned to the society with a copy of this resolution. — Carried. Resolved, That notice be hereby given that it is the intention of the Manchester Road Board, at a meeting to be held on Saturday, Nov. 7th, to confirm the following special order: — That this Board resolve that a special rate of l-6th of a penny in the £ be struck on the rateable value of the following sections, viz., 47 to 52, 61 to 70, sub-division C ; 30, 31 and 32, subdivision H; 16, part 18 (4), part 15 <1), part 15 <6|, part 15 <5) subdivision O ; and sections 161, 168 and 169 Mugby Junction, Manchester Road district to be called No. 5 spectial rating district ; for the purpose of providing interest on a loan of .£l5O to be borrowed under the Local Bodies Loans Act, 1886, and the Government Loans to Local Bodies Act, 1886, and their amendments, for regrading and widening the formation of Proctor's Hill on the Bunnythorpe road, such rate to be annually recurring for 26 years. Proposed by Mr Booth, seconded by Mr Purkiss, That the Engineer be instructed not to employ any drays with a less than four inch tyre. -Carried. Resolved, That the tender of P. Hanlon for carting in No. 6 ward at 15s 9d per day for two-horse dray, and 10s 9d for one horse dray be accepted. This was the only tender for dray labor accepted, the others being considered too high, they were — Jos. Shapleski for the six wards 13s and 20s, for one and two drays respectively : F. Rink, No. 4 ward, 12s and 18s ; J. Belfit, six wards, 12s and 17s. Proposed by Mr Booth, seconded by Mr Purkiss, That Mr Cornford be informed that as it is undecided what course will be taken re Gorge bridge the Board is unable to grant his request at present. — Carried Proposed by Mr Purkiss, seconded by Mr Booth, That a rebate of one-half the amount charged for fording cattle at the Lower Gorge Ferry be allowed on mobs of cattle exceeding ten in number, and the usual fee be charged on all below that quantity. — Carried. Resolved, That tenders be called for forming Wyndbam street, Asburst. Proposed by Mr Purkiss, seconded by Mr Booth, That Gardner Bros, be informed that the Board will give £ for £, up to £20, if the Fitzberbert Road Board will do the same, towards giving them an outlet to their property. — Carried. Proposed by Mr Pearce, seconded by Mr Booth, That the clerk write to the Local Bodies in the Rangitikei and Manawatu districts, suggesting that a conference be held for the purpose of making bye laws to deal with heavy haulage, and request that those bodies approving of the above be asked to appoint a delegate ; date of meeting to be arranged. Carried. The meeting then adjourned.
