I Ministers asked the Speaker for a ' ruling as to whether the clause inserted ' in the Government Loans to Local Bodies Act Amendment Bill, to prevent the seizure of sinking funds, was not a money clause which the Council could not insert after debate. The Speaker reserved bis ruling. The Mining Companies Act Amendment Bill was read a second time. In Committee on the Land for Settlement Act Amendment Bill, the amendments suggested by the Waste Lands Committee were agreed to and the Bill reported with the amendments. In committee upon the Shipping and Seamen's Act Amendment Bill the Hon. Mr Jennings got a clause inserted compelling sailing vessels to carry a certain proportion of apprentices or boys. At 5 p.m. the Council rose for the dinner adjournment.
