STRUGGLING SETTLERS OF KIWITEA.

TO THE EDITOR OF THE STAR. Sir, -Now that the lawsuit (so long pending between Kiwitea Couuty Council v. Bath) bas been settled in Wellington, we struggling settlers want to know who is going to defray the expense about a mere one eighth of an acre that is of no benefit whatever to any ratepayer in the district, even though the Council has bten successful. The roads to our sections are unfinished. In some places the mud is up to the horses' girths ; the drainage iroru one man's section lies stagnant at the opposite neighbor's gate. All this might have Deeu rectified with the money so squandered. While our wise " County Fathers " are so engaged we who struggle so hard to pay our rates may wait until funds are raised on the rates to pay expenses and to repair the roads. If tbe settlers were combined, and a little more energetic, things would be managed differently. They would then see that their interests were studied more and affairs of outside interest left alone. Is the Council's late action of such little importance that there are no able pens writing against it ? Are they to be congratulated ? It would have been poor encouragement to young settlers for the Council to have gained. A favorable decision would find them in the same predicament, with their roads unformed or needing metal. There are many who are not satisfied, and think it is time that changes were made and radical wrongs righted again. There are no funds in hand when repairs are suggested, yet our Council can afford to dispute a trivial affair in the Higher Court in Wellington ; and apparently the dispute is not ended yet. A little more encouragement from the Council to the settlers would be satisfactory. One thing they are to be congratulated upon is the change of hands on the roads at Beaconsfield. We are able to get round the " Devil's Elbow " quite comfortably now. Thanking you in anticipation. I am, etc., A Poor Ratepayer. Beaconsfield, 11th Sept., 1896.
