The War in Cuba.
I Per Press Association. I Madrid, Sept. 9. General Weyler, who has command of Spanish operations in Cuba, appears powerless to suppress the rebels, wbo arc steadily improving their position. The latter have abundance of arms and ammunition, which it is believed they receive from America.
