RETURN OF THE BALLOONIST. (Per Press Association.) London, August 22. If Dr Nansen's vessel " The Fram," was embedded in ice in the east of New Siberia, she probably would have drifted to the highest latitude, the North Pole, where Jihe only organic life to be found are sea birds, gmllemotts, fulmars, and nor-whales. The Fram has still three years' stores on board. Her return has been made the occasion of a great celebration in Norway, and King Oscar himself highly felicitated Dr Nansen on the success of the expedition. It is now said that M. Andree finds that the season is too far advanced to make his proposed balloon expedition, and he intends returning to await a more favorable opportunity.
