Plots against the Czar's Life.

(Per Press Association.) St. Petersburg, July 13. Vlassoysky, Prefect of Police, and Behr, chief organiser of the fete, have been committed in connection with the loss of life shortly after the Czar's coronation. Three secret presses have been digcovered in tbe city, and many persons have been arrested on suspicion of being concerned in an attempt on the life of the Czar.
