Many electors resident in Boroughs--vho have by their carelessness or neglect allowed their names to be j laced on the dreaded defaulters' list** tie to be " purged of their iniquity " md allowed to exercise their privil-r-^es as voters. Mr Bm'ck, who repre sfnLs W'airau in the House, has prepared a Bill whereby any person whose name appears on the defaulters' list who shall have previously paid all rates due by him shall be entitled to vote at any election of Mayor or Councillor, or at any poll for a special loan, as provided by the " Municipal Cor porations Act, 1886 " The production of the rate-collectoi 's receipt, showing all rates as having been paid, shall be sufficient authority to the Returniuy Officer at any such election or polling for allowing the person whose rates have been paid to exercise his right to vote in the same manner as if his name appears on the burgess roll. There is ■ound common sense in the proposed measure, and if it is allowed to become law will aid materially in securing the payment of outstanding rates. In the excitement of an election a man will often pay his arrears, when in cold blood he is reluctant to do so.
