Although the Bill introduced by Mr W. Hutchison, At.H.R. for the city of Dunedin, for the protection of children has much to recommend it, we very much question whether it will be allowed to become law this session. Of course the ration d'etre of the measure is the recent very dreadful disclosures of youthful depravity in the city represented by its framer. It provides a penalty not to exceed 20s against any parent who permits his or her child, under 12 years of age, to be out in the streets or in any public place or resort, after 8 o'clock at night, between April and September each year, and after 9 o'clock during the rest of the year, unless accompanied by some adolt person of good repute. Young persons between the age of 12 and 13 years who are loitering about after 9 o'clock at night and who do not depart to their homes when ordered by a police officer, are proposed to be made liable to a penalty not exceeding 20s for a first offence, and for a second offence within 6 months to a penalty not exceeding 40s, in default to imprisonment limited to 7 days, while for a third pflfence^ within the six months 14 d&jj^atm I risonment may be inflictedji|JHH^H . __:_________________■
