his possession, no matter how, when, or where the /public may assemble, shall — of course on conviction —be fined not more than £50, or, at the discretion of the Justices, be imprisoned with or without hard labor for any term not exceeding six months. That is to say, the gentleman who is the nominal creator of this proposed Act, desires to create a new crime, as if there were not already more than sufficient of these artificial offences in our statutes already ! It has been wickedly said by some one that Mr Carnell desires the " penalising " of the machine not so much because of a wish to benefit those " who put their money on " and put it on the wrong number, but to " wipe out " a political enemy or two who are directly or indirectly interested in racing clubs to which the obnoxious machine has proved such a source of profit, and therefore such a boon. But we do not believe these calumnies, because our legislators live and have their being in too high a moral atmosphere for that sort of littleness.
