' The Grey Licensing Bench granted 1 applications for bottle licenses, holding that the Act of 1895 was contradictory and only precluded the issue of new licenses. The Chairman said it was clear by the Act of 1893 that holders had the right of renewals, and this was not taken away by [ the Act of 1895, in which the word ' new ' s was given no legal definition. They had taken a common sense meaning ; that j meant one not previously existing; therefore they granted the licenses. Renewals were granted in all other cases, but an application for an accommodation license at Wangamoa was refused, there being no power to grant a new license.
