Mr Ward says he is unable t( agree with the statement that the ta> seriously effects the trade of Yictoriai merchants in New Zealand, and asks Mr Turner to consider what the effect of the exemption of non-resident trader: in New Zealand would have upon local merchants, -who are subject to income tax. H« aidds that the tax was imposed in consequence of the experiences oi representatives of non-resident merchants in making up the return of busines&done and profits arising therefrom. He has carefully watched the effect oi the tax, and heard many representations on th« matter, but at present he regrets to say he does not consider it advisable to make any alteration.
