The surplus of the year amounts to 4,186,000 besides a million and a half devoted to tho supplementary estimates. Taris, April 1. Three French ironclads haye been ordered to be ready for inst-int service at Toulon. None of the Parisian newspapers are satisfied with the Premier's statement.
