Feilding Borough Council.

Flavall, borough inspector, r a report, stating that Berry and Tre- r vena wished to erect a stove in their t office with pipe through the roof ; i also, that the agent of the C.L. and j ( L. Corporation informed him that the ] Council had no power to compel him j (the agent) to put a brick wall bet- 1 ween buildings on his own land. j From Mr J. H. Stevens, chairman ' Library Committee, asking permission to erect notice board over gateway , leading to library. > From C. Bray, Engineer, reporting : that he had taken levels of Queen street, and recommending that a 15 or 18 inch culvert be put in from the Makino creek on the western side of Mr Keen's property and that the ditch be tilled in Queen street and vratertable made. From Mr E. H. Fisher hon. sec Feiidiug Cycling Club, applying for use of Oval on April 15, with power to charge admission to ground, for cycling sports ; also, that no fee be charged for such privilege as the club intended spending a sum of money in improving the track. A petition was presented by Cr Gould and signed by about 106 ratepayers, requesting that a traffic bridge I be erected over the Makino stream on Denbigh street. To lay on table until next meeting in conformity with byelaw. | From J. Greenwood and J. Wilson, drawing attention to impassable state of footpath on south aide of Stafford street. From J. A. Perreau, requesting that the name of W. IJodren be placed on rate roll in place of his for sections 120 and 121. — Mr Hodren's consent to be obtained before alteration made. From chief clerk Department of Labor, Wellington, enquiring on what day the shops are to be closed in the Borough. From G. Willcs, suggesting that the Council should at this meeting form itself into a Chamber of Commerce to take the initiative in calling a public meeting of those interested in fruitgrowing, with a view to electing delegates to conference to be held in Wellington in May. — Letter to be acknowledged. From A. Dermer, requesting the Council to put that portion of Sherwill street fronting sections 71 and 72 in order, to give an outlet to Pharazyn street. From T. Watson, secretary of Library Committee, recommending the Council to appoint Mr W. G. Haybittle as a member of the committee in place of Mr A. R. Allan, resigned. From T. W. K. Foster, requesting that the watertable fronting sections 40, 41, and 42 be cleaned. From T. Peacock, Auckland, offering a diamond drill complete with accessories, suitable for boring for artesian water, for £315, and offering to give information required. The Public Works Committee reported : — (1) Re culvert applied for by Mr Reid, they had no recommendation to make at present ; (2) re kerbing footpath in Manchester street from Worsfold's boardinghouse to Hobson street, they recommend that the same j be done, and also one length round the corner of Hobson street ; (3) That roadman Kennavan be paid for same public holidays as Green and Wickham ; (4) That the footpath on south side of Grey street from Manchester street to Wesleyan Church be roughly formed and a little metal put on it and the corner by the lamp post be kerbed. —Adopted. The Cemetery Committee recommended : — (1) That the paths and ground along the face of the hill and around the graves be cleared of long grass ; (2) That a culvert be placed across the path leading to the Church of England ground ; (3) That about 10 chains of the road round the cemetery hill be metalled ; (43 That the road from railway line to the cemetery gate be put in order. — Adopted. The Finance Committee recommended accounts amounting to £283 6s 9d be passed for payment. Resolved, That the name of Rev. J. Cocker be placed on the burgess list as requested in place of J. Gould. Resolved, That the application of the Cycliug Club be referred to the Recreation Reserve Committee. Proposed by Cr Goodbehere, seconded by Cr Allan, That the report of the Finance Committee be adopted, and that the account for £30 8s for cement be referred to the Square Improvement Committee, with a request that a full statement of account with report upon the work done on the Square be presented to the next meeting of the Council. — Carried. Proposed by Cr Worsfold, seconded by Cr Say well, That the report of Mr C. Bray re filling in ditch in Queen street be referred to the Public Works Committee to report to the next meeting of the Council. — Carried. Resolved, That specifications be prepared and tenders called for metalling ten chains of road in the cemetery ; to be opened at next meeting of the Council. Resolved, That tho application, of Messrs Greenwood and Wilson for footpath in Stafford street be referred to the Public Works Committee. Proposed by Cr Allan, seconded by Cr Gould, That the owners or occupiers of property fronting Root street be requested to have all gorse cleared from same forthwith. — Carried. Resolved, That the Library Committee de allowed to erecfc the sign board as requested. Resolved, That Cr Worsfold bo added to the Library Committee. Proposed by Cr Goodbehere, seconded i by Cr Worsfold, That tenders be called, to be in by next meeting of the Council, , for trimming and metalling about fifteen , chains of Sherwill street, from the juuc- , tiou of Pharazyn street. — Carried. Proposed by Cr Fowles, seconded by )r Worsfold, That the first instalment f asphalt be laid in front of the business (remises owned by Messrs Hngli, G. W. r owles, and Mrs Macartlrur ; also, in ront of those of Messrs Cobbe, Darragh, flilson, and Kirton and Curti3, the same o be laid one-half the width of footpath. Carried. In speaking to the motion Cr Allan ihought tbe Council should have a •eguiar system of laying footpaths inde. lendent of private individuals as he thought it would be a mistake to saddle ;he Council with the responsibility of lollecting a portion of the cost from property owners. The Council should not go round asking ratepayers if they would be willing to have the footpaths, and bhe Council should only do half from one given point to another, leaving the property owners to deal direct with the contractor. Cr Shearer was of the opinion that the Council should only do half the footpath, starting at one corner and going to the next. Cr Fowles said the private individual had no right to put down a footpath without the consent and unless under the supervision of the Council, therefore the whole width of the footpath should be put down at once, but to meet the objections of Crs the motion only referred to half the width. Cr Gould thought it a mistake for the Council to undertake the responsibility of laying the ratepayers' half. If the Council had the supervision that was sufficient. Cr. "Worafold thought the whole width should be done at once. Cr. Goodbehere was of opinion half would be sufficient. They must start somewhere, but he would prefer seeing some of tbe footpaths where tbe weeds were growing being done with ashpalt before those under the verandahs. Crs. Chamberlain, "Worsfold, Goodbehere, Fowles, Saywe'l, and the Mayor voted for the motion, and Crs. Allan, Gould, Reid, and Shearer against. Proposed by Cr. Fowles, seconded by Cr. Goodbehere, Thac the tender of Messrs Ayers and Redding for laying asbpalt be accepted at 2s 3d per square' yard. — Carried. Three tenders were received, bnt two were informal. Proposed by (J. Gould, seconded by Cr, Shearer, That a balance-sheet of tbe total cost of municipal chambers, including footpaths, be laid on the table for inspection i\t the next meeting of the Council. Carried. With reference to the elefitrie lighting question, His Worship stated he had written to the Mayor of Gore, asking for particulars of the working, but had not yet received a reply. He suggested that a sub-committee be appointed to go round to the business people and ascertain how many lights would be used, so as to see if it would pay the Council to take up the matter. They would then have something to go on. It had been suggested to bim that a sum should be included in the electric lighting loan for sinking for artesian water, but he was afraid such a proposal would kill a loan. Cr Goodbehere was opposed to includin a loan a sum to sink an artesian well, as such an experiment would be very costly, and they should not fiddle away sums of money in that way. Proposed by Cr Worsfold, seconded by Cr Shearer, That a committee consisting of Crs Goodbehere, Fowles, and the Mayor, be appointed to obtain fuller information re electricity, and to report to next meeting of the Council. — Carried. The Council then adjourned.
