LoNnoN, March 2. j The majority of tha Agricultural Com- ! mission recommend that relief should be given by means of State loans, on the security of the land, and on condition thafc they are expended m aid of its betterment. Hon. Goschen, First Lord of the Admiralty, states that it is intended to increase the personnel of the British Navy by 4900 men, and declared it was easy to obtain sailors and marines. Twelve hundred merchants in the city are takiug steps to resist the resist the proposed increase of dock rates.
