» (Per Press Association.) Berlin, March 1. The German Press is incensed at the provoking tone of Mr Goschen's naval statement as outlined by the Times. The tone of the German newspapers towards Great Britain has changed, as they fear that the expulsion of Great Britain from Egypt would remove obstacles for a Franco - British friendship. St. Petersburg, March 1. The torpedo boats lately built to the order of the Russian Government have been conveyed to St. Petersburg. The Black Sea volunteer fleet is also manned by naval officers and sailors. Constantinople, Feb. 29. Two hundred Armenians have been arrested here charged with being concerned in the recent revolt. In order to prevent an outbreak in Ramazan, great military precautions have been taken. London, March 1. Affairs in Crete continue to grow worse. The Governor has resigned and murders are increasing. The British statement of the case has been sent by mail to Venezuela. Rome, March 1. The Italian Press considers the British desire for isolation dangerous.
