O--(Per Press Association.) Washington, February 29. The Senate, by a la?ge majority, has resolved to extend belligerent rights to the insurgents in Cuba, and have requested President Cleveland to mediate with a view of securing the independence of the Island. The debate was a most hotile one. Mr Sherman denounced General Weyler, the Spanish commandant, a3 a butcher. March 1. .General Weyler is seizing the property of persons absent from their hoirtcs. It is reported that President Cleveland is much concerned at the resolution carried that he should mediate in the dispute, and is averse to interfere. The Consuls report that the resolution has magnified the position, and that Congress is ignorant of the situation. London. Feb. 29. The Times advises Spain to grant Home Rule to the Cubans.
